啮齿类动物屏障系统主要技术内容的变化和动物实验公共管理 浙江大学医学院附属第一医院杭州310003 【摘要】公共管理是现代社会的要务。啮齿类小动物的环境设施管理，属于难 点多的项目。作者梳理了屏障系统的发展变化，认为屏障系统已由lsquo;大 rsquo;型走入式，向lsquo;小rsquo;型封闭式的独立通风笼盒(Individual ventilated cages, IVC)发展。IVC的崛起已经开启新时代。国标GB 14925-2010 划定的啮齿类小动物大型屏障系统，耗能高、建设和维修不易，强制性外环境动 态净化标准超高，实施困难。在净化技术发生从lsquo;大rsquo;到lsquo;小 rsquo;的“型制”和“范式” (Paradigm)转变后，因规则滞后，对IVC的认可 不够，不利动物实验的公共管理和多元化发展。超高的标准和滞后，必将带来监 管的缺位和越位。为了正确地行使公权力，以“技术内容”为主的标准，有必要 从强制性改为推荐性。适于多元化和包容性更强的IVC系统,在简易清洁环境屮， 可以独立使用。 【关键词】医学动物实验；公共管理；屏障系统；独立通风笼盒；标准 The Cha nge of Main Technical Content in Small Rode nt An imal Barrier System and Laboratory Animal Public Management Yu Da First Affiliated Hospital, Zhejiang University School of Medicine, Hangzhou 310003, P.R.Chi nm Abstract： Public management is the priority for modern society.Rodent animal environmental facilities management is quite difficult.The authorcarefullyreview the developme nt and cha nges of the barrier system, and con eludes that the barrier system has transformed from large walk-in style toHsmaH enclosed Individual ven tilated cages (IVC) .The rise of IVC has ope ned a new era .The largewalk-i n type rodent animal barrier system, defined in GB 14925-2010, has high energy consumption, and is more difficult to construct and maintain.In addition, it faces extra high external environment dynamic purification standard and evaluation.As the purification technology change from large to small. itsform” and,,Paradigmhas changed.Because the rules are lack behind, the currentGB will negatively affect the diversification and public management.Extra high standard and lack behind of the rules will cause insufficient and over regulation」n order to correctly exercise public power, it is necessary to give priority to setup the standard based on technical content, and make it a recommendation other than mandatorythis paper, it is highly recomme nded that IVC should be in depe ndently used in small rode nt an imal experiments in a clean and simple environment.
