摘 要 平，总结宝贵的发展经验，对公共财政扶持农村社会养老保险的历史发展进行回顾，以 相关学者的研究成果为基础，对我省的农村社会养老保险制度进行了深入而有效的分 析。 关键词 财政扶持 财政补贴 新型农村社会养老保险 II Abstract Abstract As an important social security system on a world wide scale, endowment insurance system is aimed at protecting the basic livelihood of the elderly, and providing the old with adequate supplies when they are incapable for work. With the rapid development of Chinas industrialization and urbanization, China has entered the accelerated aging period, the phenomenon of aging population is more serious in rural areas. How to have the old cared has become a huge challenge that we are facing with. Hebei Province which is a major agricultural province in China has a large rural population, and the aging phenomenon is particularly serious, therefore more attention should be given to the development and improvement of rural social endowment insurance system. In this context, a further improvement on the level of the public finances in supporting the new rural social pension insurance was particularly important and of great significance for exploring and promoting rural social endowment insurance system of Hebei. This paper is divided into six chapters. The first chapter is an introduction, including the research background, theoretical and practical significance, and theoretical basis as well. It laid a theoretical foundation for the necessity of the development of rural social endowment insurance from the aspects of social justice, urban-rural dual economic structure, and the public finances. Chapter two will give a review of support policy that public finances implement in rural social endowment insurance system of Hebei.
