要 高速公路是 20 世纪 30 年代在西方发达国家开始出现的专门为汽车交通服务 的基础设施。高速公路不仅是交通运输现代化的重要标志，也是一个国家现代化 的重要标志。高速公路具有”安全、舒适、快速”的特点，在运输能 、速度和 安全性方面具有突出优势，对实现国土均衡开发、缩小地区差别、建立统一的市 场经济体系、提高现代物流效率具有重要作用。高速公路养护管理是我国公路养 护体制改革的重要组成部分,也是高速公路在近年来快速发展的必然结果，它关系 到高速公路的总体服务水平。 本文介绍了国内外高速公路养护管理体制现状，并在回顾国内高速公路养护 管理体制的发展过程的基础上，分析了现存体制的弊端。在借鉴国外发达国家高 速公路养护管理体制的先进经验，本文提出了高速公路养护管理创新的新思路， 并对健全管理机构、引入市场竞争机制和完善绩效考核制度等新举措进 了比较 深入的探讨。 关键词：高速公路 养护管理 养护体制 1 Abstract With its emergence in western developed countries in 1930s, the highway is an infrastrueture serving specifically for Motor Transport. The highway is an important symbol of modernization of a country, as well as of modernization of transportation. With the characteristics of safe, comfortable, Fast-track”, the highway has highlighted advantages of transport capacity, speed and safety, but also plays important role in achieving homeland balanced development, narrowing the regional differences, establishing a unified market economy and improving the effiency of modern logistics. Maintance and management of highway is an important component of national maintance reform system of highway, also is the inevitable result of rapid development in recent years. It has a bearing on the overall service level of highway. This paper introduces the domestic and foreign situation of maintance and management system of highway, and analyzes the drawbacks of the existing system on the basis of recalling the development process of national highway management system. On the basis of referring to advanced experience of maintance management system of highway in foreign developed countries, this paper puts forward innovate new ideas of maintance management of highway, and has more in-depth exploration of new initiatives of the sound
