要 航空公司系统运行控制（System operation control，简称SOC ）是当今国内外 先进航空运输业比较成熟的运行控制管理模式。与国际先进民航运输管理模式相 比,我国航空公司现有的运行管理水平普遍较低,已不能适应机队更新、航线延伸、 市场拓展等方面的快速发展需要。因此,国内各航空公司有必要改造自己的系统运 行控制模式。 本文剖析了厦门航空有限公司系统运行控制业务流程，研究以下几个方面内 容： 1. 航空公司系统运行控制SOC 的基本概念 2. 航空公司系统运行控制SOC 基本流程的现状和问 分析 3. 厦门航空公司系统运行控制的流程改造 4. 厦门航空公司系统运行控制的组织结构调整 5. 厦门航空公司系统运行控制关键环节的信息系统改造 6. 厦门航空公司系统运行控制人力资源的配套规划 最后给出厦门航空公司系统运行控制的应用方案：建立 “以飞行签派为指挥 协调中心，通过信息技术、计算机通信技术、网络技术、数据库技术将公司的航 务部、飞行部、乘务部、 场部、机务部门、货运部门、运输部、食 配餐部、 财务部、分公司、基地等单位紧密地联系在一起的运行控制体系”。同时提出相应 的组织结构调整方案和配套的人力资源管理规划。 本文的研究力求为提高我国民航运行控制管理水平提供参考。 关键词：航空 运行控制 业务流程 1 Abstract Nowadays, Airline s System operation control is a rather advanced operational control management model in the airline industry of both inside and outside the country. Compare with the operational control management model in the advanced international civil aviation, operation control level in our country airlines is all pervading low today, and it couldn t adapt the fast development requirement of the updating aircraft team and extending airways, market deploitation and so on.
