要 民营经济是目前我国新的经济增长点，实践证明，哪里民营经济发展较早、 较充分，哪里的经济发展就更具活力；哪里民营经济发展滞后，哪里民营经济就 相对缓慢，民营经济已成为推动地方经济的第一动力。在民营经济发展的大潮中， 政府如何在市场经济条件下，做到不缺位、不越位，促进民营经济特别是中小企 业的发展是政府履行其经济职能的最主要方面。中小企业为什么重要，就在于中 小企业是经济发展的源泉，在非垄断的市场条件下，任何一个大企业都是由中小 企业发展而来，正是因为企业的新陈代谢、新旧更替，才造就了经济的创新与活 力，这也是发达国家为什么高度重视中小企业的原因所在。作为中部县域经济的 吉州区经济而言，民营经济的主体就是中小企业。因此，吉州区经济要繁荣，要 实现跨跃式发展，在抓大的同时，更要侧重促小。促小的意义不仅在于能做大经 济总量，而且也是营造全民创业氛围，改变固有商业文化的最佳手段。 文从实证调研及外地经验分析入手，对吉州区民营经济的发展环境进行了 较全面的调研和分析，并在借鉴已有理论研究成果的基础上，针对吉州区实际， 对政府在如何为民营经济营造环境、化解要素制约、发掘商会作用等方面提出了 一些建议。 关键词：民营经济 发展环境 吉州区 对策研究 1 Abstract Private economy is the new growing point of China. It has been proved that the earlier and more sufficient private economy is, the more vigorous the local economy becomes. Private economy is now the principal drive for the local economy. During the development of private economy in a market economy, what the local government should do is to be responsible but not exaggerate its function of administration. The importance of medium and small sized enterprises is that they are the resource of the economic development. Under the condition of non-monopoly, every large corporation is growing from the medium and small sized enterprises. Due to the kind of metabolism, the local economy takes on the new look of innovation and vigor. That is also why the developed countries emphasize greatly on the medium and small sized enterprises. As the central country economy, the main body of private economy in Jizhou District is the medium and small sized enterprises. So in order to realize the prosperity and leap development of the Jizhou District, the government should emphasize on the medium and small sized enterprises as well as the large ones.
