Prior to intervention of Safe Community programs, the city conducted questionnaire survey to all households in the city. The survey was conducted for two purposes; (1) to figure out current conditions of subject and objective safety and (2) to raise awareness of importance of safety promotion among the residents. The result of the household survey revealed imperatives issues about safety such as high risk groups and environment.
