They take the advantage of the three tiers of safety administration network, the sub-district safety administration office, the street safety administration office and the residential community safety administration office to promote the safe community construction in a complete and quick way. They promote the activity extensively, work out the major tasks in a practical way, and develop new concepts in a deepening way. They widely organize social volunteers to develop hazards diagnosis and control, and accidents investigation.
