Higher vocational education and improvement of the legal deficiencies
Abstract: The constraint factor in the development of higher vocational education are manifold. Among them, lack of laws and regulations, lack of rigid standards is the main reason. Most of this legislation is based on “decisions” and “opinions”, “notification”, “measures” rather than the form of the form of laws and regulations, effectiveness levels are too low; and often only a standardized content does not provide for legal liability so that it became a slogan, a declaration-type file. How to improve the first, legal codification, to enhance the effectiveness of standard level, the second is a complete legal norms of the structure.

Since the nineties of last century, China’s higher vocational education gained rapid development. Development and Planning Department Ministry of Education published in 2004, total enrollment nationwide general undergraduate, vocational (specialist) 4.4734 million students, of which 2.0992 million were undergraduate enrollment, vocational (specialist) enrollment 2.3743 million people; is the national undergraduate students in 7.3784 million people, vocational (specialist) in the students 5.9565 million people; in 2004 there were 1731 colleges and universities, of which 684 undergraduate institutions, vocational (specialist) in colleges 1047. Can be seen that vocational education accounted for half of China’s higher education.
