Language Planning Accord to Weinstein (1980), “Language planning is a government authorized, long-term, sustained, and conscious effort to alter a languagersquo;s function in a society for the purpose of solving communication problems.” Language planning is an attempt to interfere deliberately with a language or varieties of languages. In other words, it is generally seen as entailing the formation and implementation of a policy designed to prescribe or influence the languages that will be used and the purposes for which they will be used. 2. Language Planning Policy Who is responsible for establishing a language-planning policy? Weinstein contends that there are two major forces in determining societal language choices: governmental planning, which he sees explicitly as planning, and individual, that is, influential individuals, whom he calls language strategists. Language choices are involved in formal language policies and in the promotion of informal language strategies. Both can result in language decisions, which either expand or constrain the language choices of most people. On the one hand, government assumes the responsibility of setting up language-planning programs. On the other hand, influential individuals play an important role in the formation of language policy. 3. The Researches on Language Planning in China In recent ten years, Chinarsquo;s research of language planning comes through the following aspects: researches on language planning theories abroad, such as Turkey, New Zealand, Singapore, Canada, Austria and other countries and areas, Oversea Language Policy and the Process of Language Programming (Zhou,1998); reviewing and thinking about Chinarsquo;s language planning works, for example, Chinas Language Planning and Policies (Daobu, 1998), A Matte
