摘要本文针对我国电力行业市场化及信息化的需求，设计和实现了一个电能计量管 理信息系统。按照管理信息系统设计和实现的基本准则，在一个实际系统中进行 了实践。本文以中山市供电局计量中心为研究对象，通过详细了解供电局生产和管理的 现状，按照计量中心施行统一管理的建设思想，对企业的业务流程进行了优化， 科学地运用现代信息系统的设计理论，借助于先进的计算机技术，提出了一个完 整的电能计量管理信息系统的建设方案。另外，本文特别将现代物流的管理理论 运用于电能计量管理当中，建立了计量表计的需求预测模型、库存管理模型和物 流配送模型，通过系统实现，结果令人满意。本文还讨论了电能计量管理信息系统中的安全性设计问题，研究了各种可用的 安全技术，并分析了他们各自的优缺点。本系统采用了数据库授权控制和应用程 序控制相结合的方法控制不同类型用户的数据访问权限和人机界面操作权限，这 种方法对类似的 B/S 应用设计具有一定的借鉴意义。关键词：电能计量，管理信息系统，需求预测，物流AbstractFocussing on the requirements of national power market and information construction, the dissertation designs and realizes an electric energy measure management information system.According to the principle of management information system design and implementation,we put it into practice in an actual system.The measure division will put the idea of the unitive management into force in the future. Taking the electric power measure division of Zhongshan power supply bureau as the research object, the dissertation optimizes thecompany’s operation process by comprehending the status in quo of thecompany’s production and management in detail and using the theory of the modern information system. The dissertation also promotes an integratedblueprint of constructing the management information system (MIS) of theelectric power measurement with the aid of advanced computer technology. Furthermore, the dissertation constructs the demand-forecasting model, thestorage management model and logistics model by absorbing the modern theoryof logistics management. These models have been applied to the real system and satisfying results are obtained. In the end, the dissertationintroduces the function and performance test, the result shows that thesystem is beyond our plan.The dissertation also discusses the security design which is very essential to the system.We make some careful research on many kinds ofsecurity technology and analyze them from the pro and con.The designintroduces the method of integration of database authorization control and appli
