护国以及相关国际组织，将各自应当承担的角色、做出的反应达成共识，形成规范。通过这种框架协议，使各国明白自己预设的角色、投入以及责任的分配。一旦爆发大规模难民危机，各项保护工作便能立即顺利开展。第三，各国通过多边谈判，积极探索在有限资源的前提下建立长效持久的难民问题解决机制。第四，在世界范围内倡导民主与法治，全球合作消除贫困，保护环境，最大可能避免难民形成是保护难民权利的最好方法。第五部分：我国难民权利保护的问题该部分针对我国难民权利保护的现状，指出了一些不足，如没有专门的难民立法和明确的难民身份甄别程序，没有处理难民问题的特定机构等,造成对难民的保护无法可依。针对这些问题，提出了完善难民权利保护的建议。关键词：难民权利;保护;难民地位;联合国难民署AbstractTheinternationalrefugeeprotectionmechanisminprotectingtherightsofrefugeeshasmadetremendousachievements,butwiththepassageoftime,themechanismfortheprotectionoftherightsofrefugeesisincreasinglyunsatisfactory.The1951“ConventionontheStatusofRefugeesandthe1967refugeesProtocol,asthecornerstoneofrefugeelawintheprotectionoftherightsofrefugees,havealsoappearedinsufficient.Consideringthat,fromtheaspectofinternationalrefugeelawandbasedonrefugeerightsprotectiontheories,thethesismakesaresearchonsuchprotection’sdevelopmentandrelevantstipulations,analysesexistingproblems,suggestsmethodstoimprovethem,andbrieflyintroducestherefugeerightsprotectioninChina.Thisthesis,beingabout30,000words,isdividedintofourpartsexcepttheintroductionandtheconcludingremarks:Partone:OverviewofRefugeesTherearefouraspectsdealingwiththebasicsituationofrefugeesinthispart:firstofall,itintroducesthedefinitionofrefugee,theexclusionofrefugeestatus;secondly,itdescribesitsclassificationsimply;Thirdly,itanalyzescharacteristicsofrefugees.Finally,itanalyzesthereasonthathowrefugeescomeout,especiallythemainreasonforrefugeefloodcausedbycivilcommotionorthecivilwar.Parttwo:TheLegalProtectionoftheRightsofRefugeesinInternationallawThepartintroducesandsummarizestheprovisionsandthepracticetoprotecttherightsofrefugeesininternationallawfromfouraspects.Firstly,itsumsupthecontentoftheprotectionoftherightsofrefugees,including12rightswhosecoreistherightfornon-refoulement;Secondly,itoutlinesthelegalgroundforprotectionoftherightsofrefugeesincludinginternationalhumanrightslaw,namely,ConventionontheStatusofRefugees（1951）andtherefugeesProtocol（1967）,aswellasregionallegaldocuments;Thirdly,itreviewstheworkofint
