摘要我国建国以来从未停止对农村基层管理体制的探索，从初期的农村土地改革，到我 国“三大改造”完成后实行的人民公社化运动，都是我国社会主义初期对农村基层管理的 具体模式，土地改革使广大农民获得土地，最大程度上的团结了农民，巩固了社会主义经 济基层。人民公社化的基层农村管理模式显然是超越了当时农村经济发展的水平，改革开 放的农村基层管理积累了宝贵的经验。在联产承包责任制的管理下，农村经济获得迅速发 展，在农村经济得到充分发展后，我国农村基层管理出现了社区化的有益尝试。在建设社 会主义新农村的大环境下，社区逐步向农村扩展，出现了农村社区的模型。农村社区，即 一定地域范围内，以小城镇为中心地，以自身为腹地，具有一定互动关系和共同文化维系 力的人口群体，并进行一定的社会活动的社区类型。诸城市的农村社区化建设就是在农村社区化涌现的一个典型。诸城市是当前农村建 设社区化进程比较先进的城镇，诸城市在农村社区化发展中积累了经验，对诸城社区化发 展研究，对其经验的理论提升，可以对当前农村社区的发展提供发展样本，可以为相似农 村社区的发展提供理论支持。诸城市的农村社区建设以总体规划分步实施、优化空间布局、 完善社区服务为基本着眼点，取得了良好的效果，并对今后农村社区化建设提供了借鉴： 农村社区建设以经济发展为前提，以科学论证为依据，以基层管理为基础，以制度建设为 保障，社区居民教育以宣传教育为导向，社区管理以公开公正为指导。关 键 词：农村基层社会管理农村社区化诸城IAbstractSince China was founded, it has never stopped exploring the rural grass-roots management. From the early rural land reform to People’s Commune campaign established after three great reconstructions, these are the specific models of our rural grass-roots management at the nation’s beginnings. The land reform provided the chances for farmers to obtain the land, which unified the farmers to the maximum extent possible and consolidated the socialist economy in rural areas; the management pattern of rural grass-roots in the People’s Commune campaign was clearly beyond the level of economic development of the time to accumulate valuable experience for the rural grass-roots management in China’s reform and opening up process. Rural economy has developed rapidly with the management of the rural contract responsibility system, and due to the development of economy, our management pattern has experienced its beneficial attempt. Under the circumstances of constructing the socialism new countryside, communities are expanding to rural step by step, resulting in the new model --- rural community, which refers to, within certain region, often small towns as the center, itself as the hinterland, the people who are having a certain interaction relationship and common cultural sustain force and carrying out a certain social activities.The commun
