The Research on Dilemma and Way Out of Basic Education in Rural Areas——A Case Study in Guyuan County of HebeiProvinceLiuMingheAbstractPrimary and secondary schools in rural areas adjust the layout in order to integrate educational resources, optimize the allocation of teachers, improve the quality of education, but also to promote educational equity. However, such adjustments should be followed the principle of gradual and orderly progress. If we blindly pursue an excessively high rate and make some children of poverty families in rural areas not afford school, it violated the Compulsory Education Law requirements, but also contrary to the adjustment in mind. Therefore, in the layout of the adjustment process in rural areas we should increase investment in basic education, effort to make it balanced development, rather than weaken or even abolish the rural basic education.According to the author of the research there are primary and secondary schools Guyuan County with various of problems.such as adjusting the layout of the blind with too much emphasis of speed and phenomenon of inequality of the scale and investment in education resources.These problems would lead to the rapid expansion of the school focus on the county site and recession of rural areas.It brought negative impacts on students, parents, development of rural areas and the balanced development of basic education, including rebound of drop-out rate , leading to orIIfalling back into poverty because of reading,and the polarization of urban and rural schools. Based on the actual situation that the county is a vast and sparsely populated area and the economic foundation is weak, I propose the following suggestions. Firstly, we should change in educational philosophy to promote balanced development of education. Secondly, improve the input mechanism and establishment of mechanism .Thirdly, improve the quality of basic education and management levels in rural areas.Fourthly,some of the rural primary sc
