After China entried WTO，the opening of construction field is one of the content of the agreement. The opening field will include building engineering，investígation and design，real estate， construction inspection-test ，city layout and engineering consultations in the construction field. We are coming to the later period of transition. According to the content of 出e agreement，construction engineering organizations must be independent and to be a third- p缸ty enterprise. So China innovated these science research institutes ，changed them from the state-owned institutions to the state-owned enterprises.τbese enterprises wilJ be put into the market，attend the competition. Since it finished the innovation in 2000，Chong qing Research Institute of Building Science(CRIBS) exploed some management experiences by itself. But how to estabJish its own developing strategy when CRIBS is facing new opportunities and challenges ? After study
