中国农业产业化财政支出的公平性研究 ——来自安徽 农 业 综 合 开 发 产 业 化 经 营 的 经 验 数 据 摘 要 农业综合 开发作 为财 政支持 农业产业 化经 营的重要 手段和 有效 途径， 从理论到 实践已 经 过 20 多年的 探索和 发展，虽 取得了 显著 成效，但 该项 财政支出 的效率 性与 公平性究 竟怎样 ，一 直没有学 者进行 过深 入研究。因 此，如何 在注重 农业 综合开发 财政支 出效 率性的前 提下 ，研究 其公平性 问 题，具有重 要的理 论 与现实意 义。本文 选 取 MBIA 法研究 农业 综合开发 产 业化经营 财政支 出公 平性， MBIA 法 是以 实现资源 配置效 率 性 为基础研 究 资源配置 公平性 的方法。它是 通过测 度财 政支出的 边际归 宿，即财政支 出 增加额的 受益者 及其 受益情况 ，然 后以基 于效率的 公平性 财政 支出 结构 为 标准，评 价财政 支出 边际归宿 公平性 的方法。本文 论证说 明如 果富裕地 区 农民获得 的加工 业边 际财政支 出率高 于贫 困地区 ，而贫 困地区 农民获得 的 种植业和 养殖业 边际 财政支出 率 高于 富裕 地区，那 么，这样的 财政支出 结 构能够实 现基于 效率 的公平性 。 本文根 据 1997-2011 年安徽农 业综合 开发 产业化经 营财政 支出 的经验 数据，对 其财政 支出 的边际归 宿 进行 实证 分析，研 究结果 显示 ：富裕地 区 农 民 在 财 政 支 持 的 三 行 业 财 政 支 出 中 获 得 的 边 际 财 政 支 出 率 都 要 高 于 中 等地区和 贫困地 区 ，这表明安 徽农业 综合 开发产业 化经营 财政 支出 具有 明 显的区域 偏好性 ，其 财政支出 公平性 不足 。 关键词： 公平性；农 业产业化 ；财政 支出 ； MBIA 法 Equity of Fiscal Expenditure on Agricultural Industrialization in China ——Empirical data from Anhui agricultural comprehensive development and industrialization ABSTRACT As an important means and an effective way of the fiscal expenditure supporting industrialized operation, agricultural comprehensive development has been explored and developed for more than 20 years both in theory and practice. Despite remarkable progress in this kind of fiscal expenditure, there has been no scholars had in-depth study with it.
