国外经验对中国民口重大科技计划实行 分类管理的启示 武佳倩关忠诚侯胜杰郑海军 中国科学院科技战略咨询研究院 国家科技重大专项是一个国家科技发展的重屮之重，建立科学合理的组织管理 模式是促进政府有效管理重大科技计划的必然选择。本文通过专家咨询和调研， 总结了中国科技重大专项（民口）在组织管理方面存在的关键问题，结合近年 来国内外重大科技计划组织管理经验，提出依据政府在重大专项中的角色和地 位进行分类管理的建议，将国家科技重大专项分为国家主导型，政府牵引、多部 门联合资助型，政府牵引、企业参与型，企业主导型四大类。基于上述分类方法， 通过深入剖析和总结十个重大专项（民口）的特点和战略定位，对其进行归类， 并提出每类科技计划和应的组织管理建议。 关键词： 国家科技重人专项;分类管理;科技计划;资助机制; 武佳倩（1990-），女，河南漯河人，屮国科学院科技战略咨询研宄 院博士:研宄方向：科技评估，能源经济政策仿真。 2017-04-27 基金：国家重大科技专项（民U）标志性成果咨询评议 （2016-zdb-9;2016-zdb~10;2016-zdb-11） Implications for the Classified Management of National Civilian Major ST Projects Based on Foreign Experiences Wu Jiaqian Guan Zhongcheng Hou Shengjie Zheng Haijun Institutes of Science and Development, Chinese Academy of Sciences; Abstract： The National Major ST Projects is the key of the development of science and technology in China, and it is essential to establish scientific and reasonable organization management mode of Major ST Projects for promoting the management efficiency of Major ST Projects of Chinas government. Firstly, based on expert consultation and investigation, this article summaries the main deficiencies and problems in National Civilian Major ST Projects management and implementation in China, and then puts forward the suggestion of classification management on the basis of the government role and status in Major ST Projects management, which divides the National Civilian Major ST Projects into four categories:the government-led, government-led and multi-department jointly funded, government-led and multi-enterprises participate and enterprises-led. Secondly, the paper deeply investigates the characteristics and strategic positioning of the ten civilian Major ST Projects and categories them based on the classification method mentioned before. Finally, the paper puts forward the corresponding organization and management measures.
