摘要随着经济全球化进程逐步加快，国际间经济贸易往来日益扩大，尤其是加入 摘要 随着经济全球化进程逐步加快，国际间经济贸易往来日益扩大，尤其是加入 世贸组织后，中国对外贸易进一步扩大，·中国海关工作负荷也日益加重，海关现 行监管体制与经济发展问的不适应性逐渐显现。 如何让现有的各自为政的分散化治理的海关监管体系，与经济发展的要求相 适应?在此背景下，海关总署党组提出了“要构建一个以有效监管为目标导向、 以风险管理为中心环节、以综合监管为基本模式、以形成整体功能为根本要求的 大监管体系，这一指导思想简称为“构建大监管体系”。 本文正是在这一背景下，结合笔者在海关的实践体会，从组织结构的视角， 结合公共管理理论，来研究和探讨中国海关现行组织结构，及其在监管效能方面 的弊端，进而提出“构建大监管体系”的建议和对策。 本文首先分析了中国海关的现行组织结构，分析了其内部管理层级和职权分 配，并回顾了现代海关的业务运作机制，进而提出了现在海关管理组织结构的不 适应性。 接着，结合组织结构理论，对现在海关应该如何整合现有资源，完善管理制 度，优化管理流程和机制，以提高海关监管效能，达到综合性、整体监管的需要， 提出了自己的建议和对策。 关键词： 中国海关组织结构构建大监管体系 中图分类号：C936 AbstractIn Abstract In recent years，China Customs has outgrown its current regulatory system，which threatens to be a bottleneck in China’S economic development,as result of an accelerating globalization and a rapidly growing trade between China and rest of the world since the introduction of the opening·up policy and，in particular,China’S accession to the WTO． Confronted witll a tough undertaking to’integrate its fragmented and decentralized regulatory system，the General Administration of Customs has worked out the SO-called basic guideline of General Regulation System．It is to be oriented towards effective regulation，focused on risk management，molded in general regulation and integrated operation． It is in this context，and in the author’S understanding through my years of experience in customs and my work in public administration,that the thesis is written to examine the organization of China’S current customs offices and the drawbacks in its regulatory efficiency,in the hope of coming up with some positive solutions and policy recommendations． 硼媳first point made in the thesis is the limitations in the organization of China’S current customs system by going back to the several reforms in the past and examining the different levels in its managemem and distribution of power among different functions． Based on the theory of organization and management，the thesis has presented its solutions and policy recommendations to help int
