And the progress of project management for building owners is the most important issues in project management. If we address the issues of progress management of the preparatory work, the engineering will be able to make as soon as possible, and put into use, and create efficiency. At present in China, due to traditional management thinking and behavior, effective management and adequate attention is lack in preparatory work for construction projects. The preparatory work for a large extent is still in the spontaneous, non-standard and low efficiency level. The duty cycle is not effectively controlled. It is very important and urgent to achieve the efficient and scientific management in the progress of preparatory work for construction projects. Therefore, the theory and method of progress management of preparatory work for construction project management will be studied, and they will be applied to real engineering projects. It ensure the smooth progress of construction and it is important guiding significance to achieve the intended objectives of the owners. This paper begins with expatiation upon theory basis about progress of project management. An advanced theory on progress of progress of project management-- critical chain theory is introducted. Then the characteristics, countermeasures of progress management of preparatory work for construction project and the need for the use of critical chain method are analyzed. And the progress management framework of preparatory work of construction project based on a critical chain approach is established.
