However， due to the pattern of one country， two systems and three tariff zones of the Greater Bay Area， differences in inter-regional intellectual property systems， imbalances in industrial structure， intellectual property operatio and services in various regio of the Greater Bay Area trigger large traaction costs， which limits the ability of the innovative elements to achieve complete free flow in the Greater Bay Area. The Greater Bay Area must increase coordination in intellectual property， building the policy coordination mechanism， the law enforcement coordination mechanism， the industrial coordination mechanism， the service coordination mechanism and the operational coordination mechanism to further break through the obstacles of innovation and create a new platform for cooperation。 Keyword：　Guangdong-Hong Kong-Macao Greater Bay Area; atmosphere of intellectual property; cooperation mechanism of intellectual property; 0、 引言 粤港澳大湾区是我国首个在国家层面上确认的湾区， 其定位是成为具有全球影响力的国际科技创新中心。2019年2月18日， 中共中央、国务院印发的《粤港澳大湾区发展规划纲要》明确提出推动香港、澳门融入国家创新体系和推进“广州-深圳-香港-澳门”创新科技走廊建设。这意味着科技创新在粤港澳大湾区的发展中意义非凡， 而科技创新需要更加稳定、公平、透明、可预期的营商环境。知识产权作为促进创新发展的核心制度， 是确保粤港澳大湾区成为世界创新中心的重要支撑。在此背景下， 探寻适应于粤港澳大湾区创新发展的知识产权协同机制， 不仅有助于消除粤港澳大湾区的科技创新障碍， 优化区域创新环境， 而且对推动我国区域经贸合作战略、带动泛珠三角区域的发展、助力“一带一路”建设具有重要的现实意义。 1、 粤港澳大湾区创新发展的基础 粤港澳大湾区涵盖珠三角九市和香港、澳门特别行政区， 是我国参与全球竞争的重要载体。作为继美国纽约湾区、美国旧金山湾区、日本东京湾区之后的又一世界级湾区， 粤港澳大湾区已具备建成国际一流湾区和全球创新发展高地的良好基础。 、 经济实力雄厚 粤港澳大湾区的地区生产总值、区域对外贸易总额、利用外资总额、港口集装箱
