PAGE 16 新型农村社会养老保险制度的现状与对策研究 摘要：中国是一个农业大国，随着农村老龄人口的不断增加，我国农村养老问题亟待解决。本文在全面分析农村社会养老保险理论的基础上，通过对浙江省新型农村养老保险试点情况的分析，对其存在的问题进行了总结和分析。目前，浙江省新农保已全面开展，但是仍然存在基金保值增值难、农保管理落后、续保问题突出及信息化建设滞后。在建全和完善浙江省新型农村养老保险制度方面，我们既要借鉴国外先进经验，又要从当前的实际出发，考虑现实的可能性，寻求多渠道的基金管理方式；加强新农保的理论学习，真正的了解到新农保的惠农性，推进续保工作的开展；并加快信息平台的搭建工作；建立科学化的农保管理队伍。为在全省范围内建立一个科学、系统、规范、城乡一体的社会养老保险体系打下坚实的基础。 关键词：农村社会养老保险；问题；对策 Abstract：China is a large agricultural country, with the increasing aging population in rural areas, Chinas rural old-age problems to be solved. Based on the comprehensive analysis of the theory of rural social endowment insurance, this paper summarizes and analyzes the existing problems of the new rural endowment insurance pilot in Guangdong province. At present, Guangdong Province, the new agricultural insurance has been fully carried out, but there are still fund hard to preserve and increase the value, agricultural insurance management backward, the problem of renewal prominent and information construction lag. In perfecting and improvement of Guangdong Province, the new rural pension insurance system, we should not only learn from the advanced experience of foreign countries, but also from the current actual of consider the possibility of reality, seek multi-channel fund management; strengthen the new agricultural insurance theory study, real understanding to the benefit of the new agricultural insurance, to advance the development of the renewal work; and to accelerate the work of building the information platform; establish scientific agricultural insurance management team. To establish a scientific, systematic, standardized, urban and rural social endowment insurance system in the province to lay a solid foundation.
