要 本文以已有的研究回顾为起点，根据新一轮农村信用社改革试点方案所设计 达到的改革目标，以江西农村信用社改革为例，对农村信用社产权实行股份合作 制模式进行分析，探索江西农村信用社实施股份合作制改革的模式和措施，对照 改革总 目标评估其阶段性成效,分析与改革设计目标之间的差距，及改革进程中 暴露的困难和问题，同时为下一步深化改革提出建议。 本文认为当前尽管农村信用社改革已取得了令人瞩目的阶段性成果，但从某 种程度上讲农村信用社改革只是在国家政策给予大量扶持下，短期内实现经营状 况主要是财务状况大幅改善，在治理结构、管理模式、经营机制转换等方面仍然 在严重问题，更为突出的是与改革初衷所设计的加强和改善服务 “三农 的目标 仍有不小差距。农村信用社产权改革的方向是走向纯粹的股份制，要应因地制宜 地构造合理的产权结构和产权组织形式，理顺管理 制，明确服务 “三农 方向 和定位，以实现农村经济和农村信用社持续发展的 “双赢 。 关键词：农村信用社 改革 股份合作制 1 Abstract Rural finance has a strategic bearing on China s economic transformation and long-term stability and as an integral part of rural financial reform, the reform of RCCs (rural credit cooperatives) is directly related to the authority s policy-making process regarding agriculture and rural economy, therefore, the reform mode and roadmap choice of RCCs has always been at the core of attention. For almost five decades, reform of RCCs has experienced twists and turns and problems remain to be solved. In 2003, a new round of RCCs reform was launched, and the target, strategy and method of the reform has been at great disputes. In the context of strengthened support for agriculture, rural areas and farmers and the new socialist countryside construction, a series of issues need to be further explored and solved regarding RCCs, including how to accurate position and further clarify the ownership structure as well as how to improve corporate governance, management scheme and services. By taking the reform of Jiangxi rural credit cooperative as the example, this paper analyzes the joint-stock reform of RCC ownership structure in light of the designed objectives of pilot schemes of the new round of RCC reform.
