要 本文以我国未成年人医疗保障作为探究内容，包括城镇和农村未成年人医疗 保障两大部分，按照未成年人医疗保障的沿革发展作为论述顺序，对沿革中出现 的多种未成年人医疗保障形式进行概括评价，并就完善我国城镇和农村未成年人 医疗保障事业提出总体建议。 文章共分五部分。第一部分是导论，介绍 题的背景和意义以及研究方法和 思路。第二部分是介绍我国未成年人医疗需求现状，包括未成年人定义，未成年 人群体特征，以及未成年人意外伤害和疾病对医疗的需求。第三部分是介绍我国 未成年人医疗保障事业发展沿革，分城镇和农村两条主线进行。其中城镇未成年 人医疗保障事业发展分为两个阶段进行论述，第一阶段是公费医疗和劳保医疗制 度时期的未成年人医疗保障；第二阶段是城镇职工医疗保险制度改革时期的未成 年人医疗保障。农村未成年人医疗保障也是分两个阶段进行论述，农村合作医疗 和新型农村合作医疗阶段。第四部分是对现行的未成年人医疗保障存在的问题进 行分析。第五部分是对完善我国未成年人医疗保障事业提出自己的看法和建议， 按城镇和农村两部分进行，此外还对总体配套措施提出建议。 关键词：未成年人 医疗保障 少儿互助金 1 Abstract Main research content in this paper is the medical insurance of minors in China, including medical needs、status and evolution of minors in towns and rural areas，and a variety of evaluation of minors medical insurance methods, and many recommendations to improve the medical insurance of minors are proposed in this paper. The article is divided into five parts. Introduction to the first part presents background and significance of selected topic as well as research methods and ideas. The second part presents medical needs of minors in china, including definition of minors, group characteristics of minors and medical needs for accidents and diseases. The development of medical insurance of minors is studied in the third part, and this content divided into two main line according to towns and rural areas.
