第 25 卷第 2 期 梧 州 学 院 学 报 No.2Vol.25 2015 年 4 月 JOURNAL OF WUZHOU UNIVERSITY Apr.2015 新公共服务理论阐释及其政府治理改革的启示 姚贱苟 （广西师范大学 政治与行政学院， 广西 桂林 541004 ） [摘 要] 《新公共服务： 服务， 而不是掌舵》 作为新公共服务理论的代表作， 是公共行政管理思想的继承与弘扬， 具有 鲜明的理论发展的历史逻辑， 尤其是对新公共管理的反思和批评的结果 。 新公共服务理论来源包含着民主权利、 公民社会、 人本、 后现代等理论资源 ， 其以公民、 公共利益、 服务、 责任等为理论内核。 这些合理的内核从理论和实践两个方面推动 了我国政府的管理模式向公共服务型政府发展 ， 并产生了很大的影响， 但作为脱胎于西方的公共行政理论， 应注意其理论 局限和应用限制。 [关键词] 新公共服务； 新公共管理； 中国政府改革 [中图分类号] D630.1 [文献标识码] A [文章编号] 1673-8535(2015)02-0054-06 On the New Public Service Theory and Government ’s Administration Reform Yao Jiangou (College of Politics and Administration, Guangxi Normal University, Guilin 541004, China) Abstract: New public Service: Serving, not Helming, a master work on the New Public Service Theory, is an inheritance and devel- opment of the thoughts of public administration and it has a distinct historical logic of theoretic development. Moreover, it is the result of criticism of new public administration. The source of the New Public Service Theory covers the theoretic sources of democratic rights, citi- zen society, human-orientation and postmodernism, etc., with citizen, public interests, service and obligation being the cores. These cores push the government of our country to develop into public-serviced government in a theoretic way and a practical way, giving very great impacts. However, since it is originated from western public service theory, attention should be paid to the theoretic shortness and applica- ble limits.
