摘要现如今，世界经济逐渐朝着全球化和一体化的趋势而不断发展，不同国家、 不同地域、不同行业之间的关系越来越密切，互相之间的影响也是越来越大，企 业之间的竞争逐渐接近白热化的地步。企业的经营和发展在日趋激烈的竞争中显 得越来越脆弱，随时都有可能因为自身管理漏洞或者外界环境的变化而发生财务 危机，随着企业经营模式和经营理念的完善，越来越多的企业领导者认识到一个 问题：若不能及时地察觉、充分地防范和有效地化解财务危机，企业终将走向破 产之路。可以说，如果今天的一些风险被企业忽视，在未来的某一个时刻，这个 起初的小风险很有可能会演变成一个吞噬整个企业的恐怖风暴。这样的一个风险 到风暴的巨大演变，其实也正是一个风险从最初显现到最终发育成熟的过程。企 业为了杜绝此类的悲剧上演，能够在风险出现之前就做到有效的防范、风险显现 过程中科学的控制以及风险过后尽可能的减少风险给企业带来的经济损失，人们 设计了许多复杂的风险应对系统和制度，经过总结我们不难发现，无论这些系统 和制度具有何种形态和功能，他们都不可避免的隶属于两大分支系统，一是内部 控制系统，二是财务预警系统。由此可知，企业内部控制与财务预警是现代企业 风险防范系统的重要组成部分。本文针对上述情况，分别以内部控制系统、财务预警系统以及二者结合方面 为出发点进行研究，详细阐述我国企业内部控制和财务预警结合对于企业应对财 务危机、降低企业风险、保证企业能够持续经营的重要性。本文以中国联通公司 为案例，首先通过分析其内部控制和财务预警具体实施情况，验证了企业内部控 制与财务风险结合的重要意义，并结合企业的实际情况和存在的问题，从中国联 通内部控制和财务预警科学结合方面入手，提出符合联通公司实际发展状况的内 部控制与财务预警结合体系，以此达到完善企业财务风险预警系统，强化企业财 务风险的全面预防和控制的目标。最终得出企业加强内部控制与财务预警结合将 有利于更好的预防和控制财务风险的结论。关键词：内部控制，财务预警，风险管理，防范控制1AbstractNowadays, the world economy is gradually developing to follow the trend of globalization and integration.
