PAGE PAGE IV 摘要 作为一种风靡世界的管理思想 TQM 帮助许多国家和地区提高了其产品质 量 在管理理论史上重重地写下了一笔 而且至今仍在发挥着重要的作用 中国 在七十年代末期也开始引入 TQM 来改善我们的工业产品品质 但是在行政力量推 动下的质量运动最后大多无疾而终 效果大打折扣 2000 年以来 中国种子行 业行政垄断被打破 市场化进程加快 种子公司面临着来自国内外激烈的竞争 亟须提高种子质量 提高自己的竞争力 在这种情况下 笔者对中国种业引入 TQM 来提升种子质量和管理水平的可行性进行了探讨和研究 希望本文的结论对 中国种业的发展有一定的参考意义 本文分为四章 第一章是绪论 第二章介绍了 TQM 的起源 发展和实施的基 本情况 第三章介绍了中国种业的基本情况 并运用 SWOT 分析对种业的优势 劣势 机会 威胁进行了分析 从而提出了中国种业今后的发展对策以及在此基 础上实施 TQM 的必要性 第四章介绍了中国种业的操作流程 并对目前中国和美 国的质量管理现状做了分析和对比 在此基础上 对中国种业引入实施 TQM 的 可行性进行了研究 关键词 TQM 种子 可行性 Abstract As a kind of management thinking fashionable throughout the world, TQM has helped many countries and regions with the improvement of product quality, and become a landmark in the history of management theory. Indeed, it still has great influence up to the present. China introduced TQM at the end of 1970s to improve the quality of its industry product but did not make enough progress because the project was impelled by the administration. Since the year of 2000s, monopoly in Chinese seed industry has been broken down and the market is growing rapidly, seed company are facing serious competition both from the inner and the outer so it is in urgent need of improving seed quality and competitive power. Under such conditions, this paper made a study on the feasibility of improving the seed quality and management level of Chinese seed industry by introducing TQM, and hope the research conclusion will be useful to the development of Chinese seed industry. The paper is divided into four chapters: the first chapter was the introduction; the second chapter recommended something commonly about the origin, development, and implementation of TQM; the third chapter introduced the general situation of Chinese seed industry and made a SWOT analysis about its strengths, weaknesses, opportunities and threats, then brought forward the countermeasure for the future development and the necessity to implement TQM; the fourth chapter presented the operation process of Chi
