政府购买公共体育服务学理逻辑与边界问题研究 　　摘 要：基于学理层面，解析政府购买公共体育服务的内涵， 从维护公共利益和保障体育权利、降低成本和优化体育资源配置、转变政府职能和实现善治层面阐述政府购买公共体育服务的学理逻辑。认为政府购买公共体育服务的范围界定是一个动态变化与发展过程，需要从购买公共服务法治化进程与缺陷、公共体育服务的民生逻辑与价值、体育市场与社会组织的发展状况、购买服务的购买成本与考核标准等维度进行分析。提出政府购买公共体育服务边界界定的对策：完善购买的制度体系，加快政府购买服务的法治化进程；了解公众的体育需求，科学界定公共体育服务购买范围；基于政府的财力状况，拓展政府购买范围的广度和深度；坚持以民为本的原则，建立购买的动态调整与保障机制。 　　关键词：公共体育服务；政府购买；学理逻辑；边界分析；购买范围；法治化进程 　　中图分类号：G 804.2 学科代码：040301 文献标识码：A 　　Abstract： Based on the theoretical level，this paper analyzes the connotation of government purchase of public sports service，from the maintenance of public interest and the protection of sports right，the reduction of costs and the allocation optimization of sports resources，the transformation of government functions and implementation aspects of the government purchase of public sports service of good governance theory. The result shows that the government purchases of public sports service definition is a dynamic and development process，which should be analyzed from the legalization process and defects of public services purchase，the livelihood logic and value of public sports service，the development of sports market and social organization，the cost of services purchase and assessment criteria，etc.Countermeasures are put forward to define the government purchase of public sports service boundaries： perfecting the system of purchase and speeding up the legalization process of government purchase service，understanding of the sport needs of the public and scientifically defining public sports service purchase range，expanding the breadth and depth of government purchase range based on the governments financial resources， and establishing a dynamic adjustment and safeguard mechanism by adhering to the people-oriented principle. 　　Keywords： public sports service；government purchase；academic logic；boundary analysis；scope of purchase；legalization process 　　政府?买公共体育服务对于构建服务型政府、培育体育社会组织、提高公共体育服务供给质量和效率都具有重要意义。学术界从不同视角和不同范式对政府购买公共体育服务进行了研究并获得了一些研究成果；然而，很少有学者专门对政府购买公共
