基于循环经济的产业园区循环化改造——以武威市黄羊工业园为例 张艳鸿1，陈兴鹏1，吴士锋2，许新宇1，陆学1 5 （1. 兰州大学资源环境学院，兰州 730000； 河北经贸大学旅游学院，石家庄 050000） 摘要：产业园区是发展循环经济的重要载体。如何以企业为节点进行产业园区循环化改造，是国家发展循环经济的重点任务。本文基于循环经济理论的“减量化、再利用、再循环”原则，按照产业园区循环化改造可推广、可复制、可借鉴的要求，以武威黄羊工业园区为例, 以其发展过程中存在的问题为依据确定了循环化改造的主要任务，并就主导产业链进行了循环化改造，为农副产品加工园区的循环化改造提供一些借鉴。 关键词：循环经济；循环化改造；产业园区；武威 中图分类号：F062.2 Circulating transformation of industrial parks based on circular economy——Taking the case of Huangyang industrial park in Wuwei Zhang Yanhong1, Chen Xingpeng1, Wu Shifeng2, Xu Xinyu1, Lu Xue1 (1. Circulating transformation of industrial parks by taken enterprises as nodes is a key task to develop circular economy in our country. Based on the principles of circular economy，which are reduce，reuse and recyle，and the requirements of Industrial Parks Circulating Transformation， which are could extended,could copied and could learned ,this paper raised some problems of Huangyang industrial Park in its process of development as the basises of key task of circulating transformation, and conduct the leading chains with circulating transformation in order to provide some suggestions for circulating transformation of agricultural products working parks. Keywords: circular economy; circulating transformation; industrial parks; Wuwei 30 引言 “循环经济”是美国经济学家 K.波尔丁在 20 世纪 60 年代提出的，它倡导在加强物质和能量循环利用的基础上发展经济，建立“资源－产品－再生资源”的新经济模式，以克服经济活动中对自然资源的“高开采、低利用、高排放”的弊端，彻底改变“资源－产品－污 染排放”的直线、单向流动的传统经济模式［1］。循环经济产业园区是循环经济在区域层面上的重要发展形态，是产业园区发展的主要方向。2011 年 6 月，为推进甘肃省、青海柴达木循环经济示范区循环经济发展，加快转变经济发展方式，建设资源节约型和环境友好型社 会，国家发展与改革委员会、财政部决定率先在甘肃省、青海省柴达木循环经济试验区选择部分园区进行循环化改造示范试点。实施产业园区的循环化改造，是转变经济发展方式、实 现园区可持续发展的内在要求，是提高资源产出率、提升园区综合竞争力的有效途径，也是加强园区环境保护、改进区域生态环境的重要措施。 - 1 - 中国科技论文在线 研究区概况 甘肃武威黄羊工业园区是经国家发改委审核，甘肃省人民政府批复的以农副产品加工为主的省级工业园区。园区规
