Coordinated urban-rural relations is conducive to the socio-economic development in urban and rural areas, its uneven development can have a profound impact on the economy. The urban-rural relations have caused widespread concern in society and government attaches great importance to it in recent years. The eighth NPC proposed to “increase the intensity of urban and rural development, the promotion of urban and rural co-prosperity”. There is still the problem of the imbalance between urban and rural development, the gap is too large in Shanxis economic and social development process, and how to crack and realize the integration of urban and rural areas is the focus and difficulty of Shanxi to speed up the restructuring and development of the resource-based economy, building a harmonious society. Based on the urban-rural relations theory of home and abroad, this paper make out a clear meaning of the integration of urban and rural ,urban and rural, the mechanism of the evolution of the urban-rural relations from the internal power and external power structures. Using institutional economics and development economics theory and historical analysis and comprehensive analysis methods, this paper has combed the changing of urban-rural relations in Shanxi Province, analysis kinds of reasons for change respectively from the economic,political, social, ecological, cultural and other aspects.
