面向规划传导实践的分区规划编制探索 ——以舟山新区新城片区规划研究 （分区规划） 及重点片区城市设计为例 张琬乔，周洋 摘要：就目前国内城市规划编制体系来说，总体规划与控制性详细规划的脱节现象长期存在，两者传导性 问题从分区规划到单元规划，都存在一定弊端。但分区规划和单元规划取长补短相结合，进行总规与控制 性详细规划的衔接过渡是解决脱节问题、完善规划编制体系的良策。舟山新城是城市总体规划下进行开发 建设的城市新城区，在经过将近15年的开发建设后，如今有重大政策机遇利好，但就规划编制及管理体系 来说，面临着总体规划修编历时长，众多已编制规划存在冲突矛盾，控制性详细规划编制批复零碎化等问 题。因此，本文以《舟山新区新城片区规划研究 （分区规划）及重点片区城市设计》为例对分区规划编制 办法的创新进行研究探索。首先对目前国内规划衔接所面临的困境进行分析，进而针对困境及问题在本次 分区规划中进行几点创新：承接总体规划，在分区范围内细化城市发展定位与策略；面向规划传导与管理， 形成纲领性控制与引导；融入管控导向的城市设计；注重对下层级规划的实施指引。 关键词：分区规划，传导性，舟山新城，城市规划编制体系 Abstract：As far as the current domestic urban planning system is concerned, the disconnection between master planning and controlling detailed planning has existed for a long time, and both conduction problems have some drawbacks, from zoning planning to unit planning.But the combination of district planning and unit planning is a good way to solve the problem of disconnection and perfect the planning system.
