The second chapter through the theory elaboration of the basic public service, we can deeply understand the connotation and essence of the equalization of the basic public service.It reveals that the government must provide the guarantee of the basic public services on the balanced development of the compulsory education,and promote the harmonious development of society foundation. Combined with the development of the poor area ´ s characteristic, analyzing the equilibrium problems existing in the development of compulsory education of the poor region, and exploring the restriction factors, the article provides an objective basis on constructing a set of evaluation index systemonthebalanced development ofcompulsoryeducationofthepoorregion. The third Chapter through the analysis of the existing problems, it points out the practical significance on constructing the balanced development of the evaluation index system on compulsory education of the poor region. According to the guiding ideology of the evaluation system, principles, and learning of the existing research results,the article designs an evaluation index system on balanced development of compulsory educationofthepoorregion . The fourth chapter through the empirical analysis on the balanced development of compulsory education of the poor region, based on the development status and the conclusions of this analysis ,the article puts forward the countermeasures and suggestions aboutthebalanced developmentofthecompulsoryeducation.
