The Composition Analysis Of the Communication Competence of Chinese Government Abstract In perspective of the Globalization, Media society ,Risky Society and so on, this article will deconstruct the the government communication competence into eight components as environment, resources, the main body, media, content, object, efficiency and management , and the elements will be repositioned and integrated into a complete system of framework. This article introduces the framework to study the Chinese government communication competence, and analyzes the composition of the Chinese government communication competence in the perspective of history. The leadership of the Communist Party of Chinese government will be divided into three periods ，so as to be summarized and analyzed.. This article explains the general regularity of the Chinese government communication, thus providing theoretical guidance for countermeasures of application research. Our country is in a very important stage of development.Facing an unprecedented environmental changes, Chinese government needs to improve communication compentence and communication level . The current status of the Chinese government communication competence will be analyzed and evaluated in the perspective of Ecology of Communication. Based on the analysis and evaluation, this article expect to build and develop a modern communication system of government , and to provide theoretical support and practical guidance for government of all levels .
