PAGE I 新加坡中央公积金制度及其对我国的启示 摘 要 新加坡中央公积金制度建立于1955年，是一项由政府通过立法强制个人储蓄，采取完全积累模式和集中管理模式的社会保障制度。起初它只是一项简单的养老储蓄制度，经过50多年的发展和完善，新加坡中央公积金制度已形成为具有多种制度相配套的一项行之有效、独具特色的社会保障制度。它能兼顾公积金会员在养老、医疗、住房、保险、教育和投资等多方面的需要，对新加坡经济和社会的发展发挥着重要作用,被称作社会保障计划中的“新加坡模式”。本文的基本宗旨在于分析新加坡中央公积金制度的背景、内容、特点以及存在的问题，在此基础上结合我国社会保障制度的现状分析新加坡中央公积金制度对我国社会保障制度的启示。 关键词：新加坡 中央公积金 个人账户 启示 Singapore Central Provident Fund system and its Revelation for China Abstract Singapore Central Provident Fund system was established in 1955,it is a social security system of taking the completely accumulation mode and the centralized management mode by the government to require personal savings by introduce legislation. At first it is just a simple old-age pension savings system, after 50 years of developing and improving, Singapore Central Provident Fund system has been formed with a wide range of systems supporting an effective, unique social security system. It takes into account of the needs of many of the pension fund members on Health Care, Housing, Insurance, Education and Investment, it plays an important role on Singapores economic and social development, and it has been called the Singapore model in the social security schemes. The basic aim of this paper is to analyze the background, content, characteristics and problems of the Singapore Central Provident Fund system, analyzing the revelation of Singapore Central Provident Fund system to China on the basis of combining the actuality of Chinas social security system.
