It is not based on the stríct academic foundation I but in connection to the origin and development of modern inter- national criminal juridícal c命operation ， and conclusion pattern of international criminal juridical co-opera- tion treaties. Therefore , putting forward the concept of international crimínal investígation co-operation initially , highlighting the essence of property of litígation and probíng into the fundamental category of it are aimed to provide new ideas of the theoretical basis for construction and design of the system for this cross-cuttmg area.
