A scientific evaluation index system is the key to effectively evaluate the performance of the Farmer’s Bookstore. A scientific and reasonable performance evaluation system of public cultural service project is helpful for government to establish a correct concept of achievements, and to promote the construction of public service-oriented government. The core of the Farmer’s House cultural service project performance evaluation system is to build the index system. What are the principles and the procedure that the Farmer ’s House cultural services performance valuation system should follow? What kinds of thought and method we should follow to the design the performance evaluation index system? How to testify the index system? These are what we need to study and solve firstly. This paper sorts out related research status at home and abroad and creates Farmer’s Bookstore performance evaluation index system based on the aim and operation mechanism from the background and meanings, guided by the theories of public project performance assessment and public participation and satisfaction theory. During the construction of the index system, we determine the principles and the thought of the construction based on the purpose and content of the evaluation. We create a scientific, reasonable and objective evaluation index system and finish the index selection by expert consultation method. We finish weighting the index design process by expert consultation which is simple and data are concentrated. Then we process the index quantification and computation. We verify the index system fuzzy comprehensive evaluation method by Y village in city of Ezhou. At last, we give summaries about the study content and character and the field for further study.
