1 1 摘 要 我国基础教育发展不均衡问题长期存在，由于我国的地域之间、城乡二元结构间的 较大差异，造成了农村地区的教育水平在硬件和软件上都远远落后于城市。随着科学技 术的发展，教育信息化成为推动教育改革和发展的必由之路，教师的专业化和信息素养 对推动教育教学改革和教育信息化进程起着至关重要的作用。进行“农远工程”背景下 中小学教师信息素养提升策略研究有助于教师信息素养的提升，可以进一步推动农村教 育信息化的发展，有利于提高农村地区的教育水平，实现真正的教育公平。 论文通过文献的分析与归纳，分析了农村远程教育的发展现状，梳理了中小学教师 信息素养的内涵、主要内容及意义；设计开发出了“河南省农村小学教师信息素养现状 调查问卷”，对开封、漯河、信阳、周口等地区的“农村特岗教师”、信息技术教师进行 问卷调查，并选取部分中小学校，进行实地考察和访谈；对回收的问卷进行数据统计、 分析，揭示出了“农远工程”背景下中小学教师信息素养存在的问题和影响中小学教师 信息素养提升的因素。 首先，论文认为“农远工程”背景下中小学教师信息素养存在以下问题：硬件设施 陈旧、利用率低，信息化环境缺失；部分领导及教师观念落后，教师信息技术能力薄弱； 教师队伍结构不合理，教师老龄化严重；有效的信息化教学资源缺乏，水土不服；教师 和工作人员培训机会少，缺乏有效的培训机制。 其次，论文认为影响 “农远工程”背景下中小学教师信息素养提升的因素有：领 导和教师观念陈旧；“农远工程”硬件设备的更新与后期维护不及时；“农远工程”资源 的建设落后；农村中小学教师教育技术能力培训不完善。 最后，论文提出应该从以下几个方面提升中小学教师信息素养：继续加大对硬件设 施的投入与更新；转变观念，提升信息技术能力；调整和优化教师队伍结构；建设本土 化的信息化资源库，实现区域共享；加强参与式培训，提高培训效果。 关键词：“农远工程”；农村中小学教师；信息素养 III III IV IV ABSTRACT The unbalanced development in basic education is exist for a long time, due to the large differences in different geographical and the urban-rural dual structure, lead to the rural areas level far behind the city in hardware and software.
