摘 摘 要 - - I - 万方数据 摘要 现今城市化发展非常迅速，城市人口数量急剧加大，因此为了顺应城市化的发展 以及解决城市人口的压力、分散城市的一些职能，城市空间的增长速度将进一步加快 ， 依托原有的老城区，大规模的开发新城区已成为城市空间增长的必由之路。因此桂林 市新区建设是桂林市经济发展的必然结果也是提高桂林城市化水平的客观需要。然而 由于新城区的建设开发面积大，基础设施的建设起点又很高，因而需要巨大的资金投 入。因为投资的资金的规模如此巨大，所以仅仅依靠桂林政府财政是无法支撑的，因 此这就更需要制定合理的融资策略，拓宽融资渠道，以加快新城区的建设。 本文将从理论和实践相结合的方式入手，对我国和世界主要发达国家的城市新区 基础设施投融资的情况进行研究分析，并搜集相关资料文献，在充分掌握大量资料的 基础上，对所掌握的材料进行深入细致的研究，并在这些基础上对桂林市新区进行实 证研究。 本文分为六个部分。第一章绪论，介绍本研究的背景、研究意义、研究内容以及 研究方法和研究框架；第二章对城市新区基础设施及相关概念进行界定和辨析，充分 了解城市新区基础设施投融资的基本理论，并分析现状，对于国内外城市新区基础设 施中投融资模式进行研究，并加以整理分析，得到一些有意义的启示；第三章介绍较 为先进的投融资方法及其适用性；第 四 章 对城市新区建设中投融资方法进行宏观的分 析研究，指出在政府投资项目管理过程中转变政府管理职能，进行管理模式改革的必 要性；第五章对桂林市新区进行实证研究，对桂林市新区基础设施中投融资创新进行 宏观与微观把握，提出合理化建议；第六章本文根据研究中存在的问题以及研究特点 ， 指出本研究所存在的不足与缺陷，以及今后有关该领域的研究的方向。 关键词：城市新区 基础设施 投融资体制 桂林 - - II - 万方数据 英文摘要 Abstract As Chinas accelerating urbanization, the urban population has risen dramatically, so in order to comply with the development of urbanization, ease the pressure of urban population and decentralize city functions, China continues to accelerate infrastructure construction of new urban areas. However, due to the large new urban area to be constructed and developed and the high starting point of infrastructural construction, therefore a huge capital investment is required. As the magnitude of investment funds, it can not only be supported by the local government finance, so the existing infrastructure investment and financing system can not meet the current needs. We need to reform the new urban areas’ investment and financing system, generate sound financing strategy and broaden the financing channels in order to expedite the construction of new urban areas. Through the combination of theory and practice, this paper makes an analysis of the infrastructure investment and financing situations of new areas both in our country and the worlds major cities in developed countries. After gathering relevant literature and on the basis of the full grasp of large amounts of data, this paper ma
