民族地区经济开发金融支持政策探讨 　　(西南交通大学,四川 成都610031) 　　[摘要]民族地区经济开发离不开金融政策的支持,金融支持政策是民族地区实现跨越式发展的重要保障。文章基于民族地区经济开发的金融支持研究,提出如下金融支持的政策性建议。首先要加强制度创新,强化政策性金融支持的引导作用;其次要改善金融生态环境,强化商业性金融支持的作用;第三要促进产融结合,构建区域资本市场;第四要因势利导,发展各种中小型金融机构;第五要规制开放,促进跨国公司跨国战略投资;第六要加强宏观调控,发挥中央银行服务、协调和窗口作用。 　　[关键词]金融支持制度创新资本市场 　　[[[中图分类号]][F832.7][[文献标识码]][A][[文章编号]][1002-736X(2010)01-0100-05]] 　　[基金项目]国家社会科学基金项目:“机遇与挑战:加快少数民族与民族地区经济社会发展研究――金融支持体系研究”(05XMZ002)。 　　[作者简介] 张家寿(1963-),男,广西博白人,西南交通大学博士研究生,广西区党校经济学部主任、教授,研究方向:区域金融管理。 　　 　　A Study of Financial Supporting Policies for the Economic Development in Minority Regions 　　Zhang Jiashou 　　(Southwest Communication University, Chengdu, Sichuan 610031) 　　 　　Abstract: The regions inhabited by minority peoples can not develop economically without the support rendered by financial policies. The financial support policies are believed to be one of the important guarantees for the leapfrogging development in those areas. This paper, based on the studies of financial support for minority regions economic development, comes up with some recommendations of financial support policies. Firstly, the institutional innovation is to be strengthened, with the focus on the strengthening of leadership of the financial support policies. Secondly, the financial environment is to be improved, intensifying the role of the financial support of business. Thirdly, the link between industrial and financial sectors is to be promoted, constructing a regional capital market. Fourthly, the best use of the situation is to be made, developing various financial institutions of all small and medium sizes. Fifthly, the deregulation is to be urged in order to promote the strategic investment of the MNCs.
