Department of Science and Technology， Hunan Provincial Government，Changsha410013，China） 　　Abstract：Shao Yang city and Lou Di city is located in the central core of Hunan Province. The current total economic development of these cities does not catch up the average level of Hunan Province because of there is not preferential policies support the local economic development. In addition， these two cities did not have strong capability of independent innovation. It means that the production， teaching and research is short of motivations to cooperate with others， the total investment capital is small in technological innovation， and the relevant technological personnel without excellent work skills and experiences. These similar shortages cause the central economic circle of Hunan Province becomes the weakness in the central development. 　　This paper suggests that government should increase the investment in science and technology， and improves the quality of scientific and technical personnel with efficiency ways to establish the basic platform of technology collaborative innovation in Shao Yang and Lou Di city.
