财经 ·金融 财政政策与货币政策相对有效性研究 张羽。李黎 (东北财经大学研究生部，大连 116025) 摘要：本文从实证的角度，对我国财政政策和货币政策的相对有效性进行了研究。运用协整分析方法并通过邹氏检验，对 整个数据期间进行了制度检验。结果显示 1980年以前平均来说，财政政策比货币政策有效，而其后平均来说货币政策比财政政 策有效。这一结论与我国建国以来宏观经济调控政策选择的基本情况相吻合，为对宏观调控的政策选择提供了有力的支持。 关键词：财政政策；货币政策；政策乘数；IS—LM模型 The Research of Relative Validity between Fiscal Policyand Monetary Policy Zhang Yu ；Li Li (Department of Graduate，Dongbei University of Finance and Economics，Dalian 116025，Chnia) Abstract：This article investigates the relative validity between fiscal policy and monetary policy for China．We ． have used cointegration analysis approach，and also used Chow test for the datum． The results of the cointegration analysis indicate that before 1980 fiscal policy has a greater effect tO real GDP than monetary policy in average，but after 1980 we find the reverse result．The conclusion iS consistent with the basiC fact that china had used macroeco— nomics policy after 1953，and it also supports the proper selection of macroeconomics policy． Key words：fiscal policy：monetary policy：policy multiplier；IS—LM model 1 经济政策乘数及其含义 产出(GDP) 凯恩斯主义者通过建立IS—LM模型，进而提 资产市场 商品市场 出了经济政策乘数的命题。旧凯恩斯主义者英国的 货币市场l债券市场 总需求 Hicks和美国的Hansen创立了IS—LM模型，成 需求 l需求 总供给 为短期宏观经济学的核心 (Dornbusch，Fischer and Startz，2001)。IS—LM模型研究了在商品市 利 率 场和资产市场分别达到均衡时的产出水平和利率水 货币政策 财政政策 平，将商品市场和资产市场联系起来，因而财政政策 和货币政策也就联系起来共同决定均衡产出Y。货 图1 财政政策与货币政策对产出
