对我省已建防洪工程运行管理的思考 　　摘要： 我省水系发达，河道纵横，水患较频繁。为防治水患灾害，我省对省管河道进行了局部堤防建设，2001年，成立了省河道治理工程管理局，负责全省河道堤防建设、管理，截止目前，已建堤防过百公里。但由于堤防建设完成后，管理单位不落实，管理维护经费没有来源，使这部分国有资产受损严重，导致建成堤防无法正常运作发挥应有的作用。对此，笔者参考国内外先进经验，从我省实际情况及目前河道堤防运行现状出发，对堤防运行管护、经费来源及其管理模式进行了浅显分析，提出了一些河道堤防良性运行的思路，以求与大家共同探讨。 　　Abstract: The river system in Qinghai Province is developed and the course of a river is isscross, so the flood is vertically and horizontally frequent. To prevent flood disaster, our province has carried on the partial embankment construction to the province tube river course. In 2001, the province river course government construction control bureau was established which was responsible for the construction and management of entire province river course embankment. Up to now, it has constructed the embankment over hundred kilometers. But after the completion of embankment construction, the administrative unit can not carry out, management and maintenance funds have no origin, which cause this partial state asset suffer injury seriously, and also cause the completed embankment is unable to operate normally and play the proper role. Regarding this, the author refers to the domestic and foreign advanced experience, embarks from the actual situation and the present river course embankment movement in our province, analyzes the operation management and maintenance, funds origin and the management pattern, proposes some ideas of the normal operation of river course embankment, to discuss together with everybody. 　　关键词： 堤防建设；运行管护；经费来源 　　Key words: embankment construction；operation management and maintenance；funds origin 　　中图分类号：TV6文献标识码：A文章编号：1006-4311（2011）22-0064-02 　　0引言 　　我省地处青藏高原，素有“三江源”和“中华水塔”之称，境内水系发达，江河纵横交错，故此洪水灾害对我省经济的发展有很大的影响，治理好省管河道和防洪工程，有着十分重要的意义。要管理好我省的河道和防洪工程就必须搞好防洪工程的正常管护，保证其正常运行。使这些工程发挥应有的效益，确保沿河两岸人民生命和工业、民用设施得到应有的安全保障。当前我省正在加大省管河道治理和城镇防洪工程的建设，我们应该积极加快工作步伐，确保工程建设保质保量顺利实施。对我局来说，工程建设固然重要，而工程建成后的运行管理工作更为重要，我省河道治理工程起步较晚，1998年以前，我省河道治理工程基本上没有进行大规模投资，只是以防洪需要临时性的进行政府投资，当地政府和村镇也根据地方需要，修建了一些临时性
