II II Abstract Making government affairs public is an important tendency of administration development in the world，even an essential requirement of democratic politics’ development. For China during the transformation period, making government affairs public not only caters for the need of democratic politics construction, but also is indispensable for constructing socialism market economy. Making government affairs public is conducive to curb corruption, build a clean and efficient government, and make the government decision-making democratic and scientific. For the China’s county government, making government affairs public is also important. As an important part of the countrys political system, county government is between the central and primary governments, combining the towns and villages. It is a basic and important link which can promote structural reform of government decision-making system in China.
