So it has been widespread concerned in the world. To build eco-city must change the traditional “mass production, mass consumption and a large number of abandoned” economic development model. 90 years of the 20th century, the world consensus on sustainable development and proposed the development of circular economy model. Its goal is to build “resources-products-waste-reuse of resources” closed-loop type of economic system. Circular economy is a new economic form which is applied to optimize the economic structure, rational use of resources, protection of ecological environment and promote sustainable development. In this context, this article uses the concept of circular economy to explore a new idea of eco-city construction. First, this paper analyzed in depth the relevant theory of circular economy and ecological city construction. Second, the article discussed the importance of circular economy in the eco-city construction, that circular economy is the inevitable choice of eco-city construction. Then the paper analyzed the practice mode of circular economy in the eco-city construction, including the practice mode of circular economy in urban ecological agriculture, the practice mode of circular economy in urban ecological industrial and the cycle planning of eco-city and cultural support. Last, this paper as an example of Guiyang City, discussed the overall framework of eco-city construction based on concept of circular economy, constructed three core systems, including the circular economy industrial system, urban infrastructure and ecological security system, at the same time, the paper gave the circular economy measures of eco-city construction of Guiyang.
