城市综合资源承载力及可持续发展研究 ——以哈尔滨市为例 吴艳艳，袁家冬 摘要：基于可持续发展理念及国家发展新形势，本文探索构建综合资源环境承载力指标体系及综合资源环 境承载力耦合模型，对哈尔滨市可持续发展进行测算。结果显示：①2012—2017年，哈尔滨市综合资源环 境承载力在时间序列上呈整体下降趋势；②区域资源环境承载力为超载状态，环境容量、资源支撑等目标 要素承载力处于超载状态，各子目标承载力多处于满载状态；③土地资源压力是弱化哈尔滨市综合资源环 境承载力提升的首要因素；④哈尔滨市发展现状与生态环境保护目标不相协调，可持续发展状态不容乐观。 基于可持续发展理论，本文提出从提高资源利用效率、构建预警系统、调整产业结构等方面提高哈尔滨市 综合资源环境承载力，实现可持续发展。 关键字：可持续发展，综合资源环境承载力，哈尔滨 ResearchonComprehensiveCarryingCapacity ofResourceEnvironment and SustainableDevelopment ofHarbin Abstract: Based on the sustainable development and the new situation, the author construct the index system of comprehensive carrying capacity of resource and environment and the coupling model about comprehensive carrying capacity of resource and environment with sustainable development, in order to have a measurement about the sustainable development of Harbin.The main conclusions of this study include: The comprehensive ① carrying capacity ofresource and environment ofHarbin has shown an overall downward trendin time series from 2012 to 2015. ②The carrying capacity of regional resource and environment is overloaded, some elements carrying capacity, such asenvironmental capacity,resources support and so on,are overloaded, some sub-elements carrying capacity is fully loaded. ③The pressure of land resources shortage is the primary factor to weaken the comprehensive carrying capacity of resource and environment of Harbin. ④The current status of development of Harbin is inconsistent with the objectives of eco-friendly and environmental protection, and it is not optimistic to maintain sustainable development.Sothe author proposethatwe shouldtakemeasuresin improvingthe efficiency of resource utilization,building early warning system and restructuring industrial to improve the carrying capacity ofresourceandenvir
