Abstract New Rural Co-operative Medical System is organized ，guided，supportted by government ，the farmers voluntarily participate in it 。 It is multi-party financed by the individual , the collective and government 。It is farmers mutual aid system which is pointed to serious illness. With concentration curvem， data form etc，this paper makes deep research on justification of financing and profit of new rural co -operative medical system from 30 provinces of china.This paper research justification of financing and profit about different zones and income stratums ,and find ways to solve problems. We can find from the result that there is not enough on the fairness of New Rural Co-operative Medical System in different zones with different economic levels 。 The specific performance is that farmers in affluent areas farmers benefit more in financing and participating，while f farmers in poor areas benefit relatively less ，and in the same area ， more affluent farmers have more benefit than poorer regions . New Rural Co-operative Medical System is still relativelly lack of fairness compared to the Medical insurance for urban workers. Therefore, to improve the New Rural Co-operative Medical System fairness is still in the future focus. Government funding system should be designed, more inclined to poor communities. Compensation policy in financing policy formulation is more inclined to low-income groups, reflectin the flexibility of the system.
